A Military Commander (weight 56) is the single best fit, with a Dictator (54) close behind. Both trigger the top-tier combo bonus of +11, the same reward as the President's best seat.
Politicians (48) also score well and still count as an authority figure, while a Billionaire (42) is reasonable if you already have your Commander elsewhere.
The workable backup
When the strong candidates are gone, the second-tier bonus is yours with an Athlete (44) or a Wrestler (38) — each worth +8. A Wrestler looks like a joke pick, but the weight table gives the grappler one of its better ratings here.
The General is also one of the authority seats that counts toward the no-authority rule. A Military Commander, Dictator, or Politician in this role keeps your cabinet above the ×0.65 penalty even if the rest of the team is chaos.
Who to never draft as General

Pop Stars (10), Rappers (12), and Comedians (12) are only marginally better without the penalty. They fit the Propaganda Minister far better, so save the performers for that seat.
